Financial help

Foster carers have told us that people who look after children do it because they want to make a difference in a child’s life. To support this we provide financial help to meet the day-to-day expenses that looking after a child involves.

Oranga Tamariki is carrying out a review of the financial assistance provided to caregivers.

What is the review about?

We want to take a thorough look at the financial assistance caregivers receive to make sure it meets the needs of children and their caregivers.

Changes to payments to caregivers have taken place over the years, but there has not been a fundamental review and adjustments have not always kept pace with societal changes.

The review will consider the Foster Care Allowance (including the Higher Foster Care Allowance), Orphan’s Benefit,  Unsupported Child’s Benefit and their associated payments. It will consider the level and consistency of these payments and the appropriateness of the eligibility criteria.

How can you participate?

We want to hear what caregivers have to say on issues that affect them and the children in their care, including the financial support they receive. We’ve contacted caregivers about opportunities to have their say throughout June and July 2019.

We are also consulting with care experienced young people as well as Oranga Tamariki staff, NGOs and iwi/Māori and Pacific organisations.

What does the review involve?

Oranga Tamariki is leading the review. The views and experiences gathered through the consultation will help shape proposals arising out of the review.

Minister Martin will report back to Cabinet on the review towards the end of this year.

Consulting with caregivers

We’ve now completed a series of consultation sessions throughout June and July to hear from caregivers across the country. We have also heard from many caregivers through our online questionnaire.

What's happening now?

We are continuing to consult with care experienced young people as well as Oranga Tamariki staff, NGOs and iwi/Māori and Pacific organisations.

Following this consultation period, input from caregivers and others we’ve consulted with will inform policy proposals for the Minister for Children, Hon Tracey Martin, to consider.

Minister Martin will report back to Cabinet on the review towards the end of this year.
